最終集約にあたって代表談話

2020年12月31日ヒバクシャ国際署名の署名活動が終了。2016年から2020年末までの累計署名13,702,345人分にのぼりました。集められた署名は1月8日にメールで国連本部に署名を提出しました。

最終集約にあたり、ヒバクシャ国際署名連絡会代表の田中熙巳より、談話を発表しました。

談話

2016年4月、世界の被爆者の呼びかけによって「ヒロシマ・ナガサキの被爆者が訴える核兵器廃絶国際署名（通称：ヒバクシャ国際署名）」が始まりました。

それから5年。2020年末に行った最終集約では、累計署名数が13,702,345人にのぼりました。国内外でこれだけ多く方に署名いただいたこと、感無量の思いです。

この署名は被爆者の訴えに賛同した方々の主体的な活動によって支えられてきました。特に、全国各地で地域連絡会がうまれ、様々な立場の人々が数年にわたり活動をともにできたことは、運動を新たな段階へと高めました。

1月22日、ついに核兵器禁止条約が発効します。私たちも、条約交渉段階から今日まで、毎年の国連総会や禁止条約交渉会議、核兵器不拡散条約再検討会議準備委員会など、複数回にわたって署名目録を提出してきました。署名は国連で歓迎され、条約を推進する各国の政府代表を励ます役割を果たしました。

核兵器の廃絶までの道の半分までやってきました。残りの半分もまた、険しい道のりになりますが、まずここまで私たちのこの間の成果が実ったことをみなさんと喜びたいと思います。

条約の発効は核兵器廃絶に向けた新たなスタートラインです。この署名活動を通じて生まれた国内外のネットワークを活かしながら、これからもともに歩みをすすめましょう。

In April 2016, on the call of atomic bomb survivors around the world, the International Signature Campaign in Support of the Appeal of the Hibakusha for the Elimination of Nuclear Weapons (known as the Hibakusha Appeal) was launched.

Five years on, at the end of 2020 the final count brought the total number of signatures to 13,702,345. We are deeply moved by the fact that so many people both in Japan and abroad added their support to the appeal.

This was made possible by the many proactive initiatives conducted by people in support of the appeal. In particular, regional liaison groups were formed throughout Japan, and collaboration by people from diverse backgrounds over several years was able to raise the movement to a new level.

On 22 January, the Treaty on the Prohibition of Nuclear Weapons (TPNW) will finally enter into force. From the stage of negotiations of the treaty to the present day, we have submitted the list of signatures on multiple occasions, including to the annual United Nations General Assembly, the TPNW negotiations, and the Preparatory Committee for the 2020 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The appeal has each time been welcomed at the UN, and has served as an encouragement to government representatives who are promoting the TPNW.

We are now half way along the path to the elimination of nuclear weapons. The remaining half will be challenging, but we are delighted that our efforts have brought us this far.

The entry into force of the TPNW is a new starting point for the elimination of nuclear weapons. Let us continue to make use of the networks that have been created through the Hibakusha Appeal, both local and international, and take further steps forward together.
